LOS ANGELES BOARD OF POLICE COMMISSIONERS
CRITERIA AND CONSIDERATIONS
FOR REAPPOINTMENT OF THE CHIEF OF POLICE
The decision of the Board of Police Commissioners with regard to
the application of the Chief of Police for reappointment will be
based upon an assessment, in the judgment of the members of the
Board pursuant to City Charter Section 575(c), of the demonstrated
ability of the Chief of Police to deliver effective police and crime
prevention services to the City of Los Angeles, consistent with
the policies and directions of the Board.
The Board's assessment will be forward looking, based upon the best
interests of the Department and the City, and will focus primarily
on the ability of the Chief of Police to lead and manage the Department
and its resources to meet the expected needs of the Department and
City over the next five years, and to inspire confidence in the
Department as an effective, community based policing organization.
The Board's assessment will take into account the following criteria
and considerations:
1. VISION AND LEADERSHIP
A) Has the Chief developed an overall vision and image of the Los
Angeles Police Department (LAPD) that enhanced its accountability,
integrity and professionalism?
B) Has this vision been communicated to the employees of the organization
with respect to their role in implementing it?
C) Has the Chief established himself as a trusted and respected
leader within the Police Commission, Department and the community
who can carry out his vision and policies and who inspires public
confidence in the Department and its operations?
D) Has the Chief established and maintained a management structure
and operations that provide effective leadership, control and accountability
and anticipate and address the needs of the Police Commission, Department
and community at-large?
E) Has the Chief identified and prioritized specific policies and
actions to achieve his vision and image of LAPD?
2. CONTROL AND PREVENTION OF CRIME
A) Has the Chief created, implemented and evaluated strategies to
deal with current, emerging and anticipated criminal activities
and trends?
B) What does a statistical analysis of the overall rate of crime
during the tenure of the existing Chief of Police reveal?
C) Has the Chief created, implemented and evaluated strategies to
deal with major events and the war on terrorism and the need for
post September 11, 2001 security?
D) Has the 9-1-1 emergency response system and response time improved
under the Chief?
3. MANAGEMENT
Fiscal Management
A) Has the Chief developed annual budgets over the past five years
that maximize Department resources, enhance its revenue and reflect
the priorities set by the Mayor, Police Commission and City Council?
B) Have the critical needs of the Department been addressed as a
result of the Chief's fiscal management?
C) Are appropriate program monitoring systems and management controls
in place to ensure that expenditures are proper?
Planning\Goals
A) Has the Chief achieved the goals set by the Mayor, City Council
and Police Commission for the Chief in his initial five-year term?
B) Have any of the Chief's visions for his initial five-year term
been implemented into policies, procedures and specific action?
C) Have such policies, procedures and specific action been effective?
D) Has the Chief willingly revised, modified or adjusted such goals
to comply with the proposals of the Mayor and the City Council and
the directives of the Police Commission?
E) Has the Chief made as a priority the reduction of crime?
F) Has the Chief provided innovation, leadership and direction in
organizing, deploying and equipping Department personnel with updated
technology and the emerging techniques for dealing with continuing
criminal activity?
G) Has the Chief implemented a plan to identify state-of-the-art
equipment to include non-lethal use of force devices and systems
to enhance Patrol officers' safety and the Department's ability
to handle trends in serious crime?
H) Has the Chief managed the process of officer-involved shootings
to ensure quality and adherence to the statute of limitations?
I) Has planning been proactive rather than reactive in crisis situations?
4. POLICE REFORM
A) Has the Chief embraced police reform including, but not limited
to, the implementation of the Consent Decree and the implementation
of the Christopher Commission Report?
B) What does a statistical analysis of allegations of excessive
force or improper tactics during the tenure of the Chief reveal?
5. STRATEGIES FOR COMMUNITY POLICING / PROGRAMS
A) What successful crime prevention programs have been initiated
by the Chief during his tenure?
B) How has the Chief implemented a community-policing model in Los
Angeles during his tenure?
C) How has the Chief effectively utilized the Community Police Advisory
Boards during his tenure?
D) How has the Chief effectively utilized the Senior Lead Officer
Program during his tenure?
E) How has the Chief involved the community at-large in problem
solving regarding the Department?
6. COMMUNICATIONS
A) How has the Chief maintained communications within the Department
with the rank and file?
B) How has the Chief maintained clear, consistent, accurate and
timely communications between the Department and the Mayor and City
Council?
C) How has the Chief maintained clear, consistent, accurate and
timely communications between the Department and the Police Commission?
D) How has the Chief maintained clear, consistent, accurate and
timely communications between the Department and the Police Protective
League, Command Officers Association and other employee organizations?
E) Has the Chief maintained clear, consistent, accurate and timely
communications between the Department and other law enforcement
entities, including state and federal police and prosecutors?
F) Has the Chief maintained informative and consistent communication
with the community at-large and the media in order to improve relations
between the Department and the various communities within the City?
7. PERSONNEL ADMINISTRATION AND EMPLOYEE RELATIONS
Recruitment
A) Has the Chief provided leadership and creative solutions toward
solving the recruitment problem?
B) Have the Chief's recruitment goals been accomplished?
Retention
A) Has the Chief demonstrated leadership in improving morale?
B) Has the Chief proposed a plan for retention in achieving the
Department's goal for maximizing the number of active police officers
in the City?
C) Has the Chief been effective in developing leaders by providing
opportunities for promotion within the Department?
Retaliation
A) Has the Chief demonstrated leadership in preventing retaliation
in police misconduct/employee relations issues?
Diversity and Fairness
A) How has the Chief ensured that diversity is enhanced within the
Department?
B) Has the Chief demonstrated the leadership to promote an environment
where all Department employees are treated fairly and held to a
consistent set of standards?
C) Has the Chief demonstrated leadership in reducing and eliminating
all forms of bias and disrespect among employees?
8. POLICE COMMISSION RELATIONSHIP
A) Has the Chief embraced and implemented Police Commission directives?
B) Has the Chief notified the Commission in a timely manner on policy
and operational matters?
C) Has the Chief consulted with the Police Commission on significant
policy decisions prior to implementation?
D) Has the Chief provided an environment of trust between his office
and the Police Commission and its staff?
