Recognizing the contribution Mr. Murray and other community members have made to Los Angeles, the award specifically states:

The members of the members of the Los Angeles Board of Police Commissioners
commend you on your extraordinary efforts on behalf of the Hollenbeck community.

It is signed by the five Commissioners and by Chief William J. Bratton, one of the first to carry his name. It was presented during the Chief's first Police Commission meeting.

The Certificate of Appreciation reads:

When you became a resident of the Montecito Heights area of Los Angeles in the Hollenbeck Area, you became aware of this community members' concerns regarding crime and quality of life issues. Consequently, your concerns grew and so did your love for this neighborhood. You immediately became involved with the neighborhood watch and many other community groups throughout the Hollenbeck area. You started out by getting involved in the Volunteer Program at Hollenbeck Community Police Station and completed the traing course that was offered at the Los Angeles Police Academy.

Since 1994, you have become a member of many other community organizations, including the Montecito Heights Improvement Association, Montecito Heights Neighborhood Watch, Friends of Debs Park Committee, and the Montecito Park Advisory Board. You are also very active as a member of the Hollenbeck Community-Police Advisory Board where you bring not only community concerns to the table but offer community-based solutions to address the level of violent crime. You are an active member of the Arroyo Seco Neighborhood Council, Los Angeles Community Policing Forum's Founder in 2002, and webmaster of the community policing forum website.
