Dear Friends of the LA River:

At its first special meeting held this year on March 15, 2004, the Los Angeles City Council Ad Hoc River Committee discussed its priorities for fiscal year 2004-05. At that time, the Committee Chair reviewed the following topics relative to the revitalization of the Los Angeles River and its tributaries: revitalization plans, outreach and education efforts, funding and resources, and river projects. The 2004 Executive Summary is attached for your review. The complete annual report can be downloaded from the Committee’s website: www.lariver.org.

The Committee noted that a revitalized Los Angeles River could protect the environment and enhance water quality and water resources; provide recreation, open space, habitat and an interconnected trail system; serve as an economic and community development anchor; and, foster greater community awareness and pride.

The Committee, which consists of Councilmembers Ed Reyes (Chair), Eric Garcetti (Vice Chair), Jan Perry, Wendy Greuel, and Tom LaBonge, established Guiding Principles (attached) to serve as a decision-making framework for all river efforts. These Guiding Principles encourage community collaboration, river linkages to neighborhoods, accessibility, economic development, multi-benefit uses, intergovernmental cooperation, flood protection, habitat sustainability, and safety.

The Committee further noted that it is committed to achieving the aforementioned objectives through partnering with communities, businesses, organizations, and other jurisdictions. As part of the process to encourage community collaboration, the Committee is seeking input on its 2004-05 priorities for the Los Angeles River Revitalization. To that extent, please submit any comments, suggestions, or questions to the Los Angeles City Council, Ad Hoc River Committee, c/o the Office of the City Clerk, 200 North Spring Street, Room 395, Los Angeles, CA 90012, no later than Wednesday, April 14, 2004. The Committee plans to further address these issues and approve its priorities at its forthcoming meeting, Monday, April 19, 2004.
