LA
Police Commission
there's a shift in leadership
July 30, 2003
As was expected, the LA Police Commission voted to ask Commissioner
David S. Cunningham, III, to lead it as President over the next
year. He succeeds Commissioner Rick J. Caruso, who had served in
this capacity for two years, the maximum time allowed.
The Board also elected LA's newest Police Commissioner, Alan J.
Skobin, to act as its Vice President.
Commissioner Caruso will remain active on the Board, and received
well-deserved praise from his colleagues for the role he's played
over the past two years.
Under his tenure the Department has begun a restoration, and among
these revisions has been a serious commitment to community based
policing.
Crime is down, recruitment way up, and morale is at an all time
high. Residents have begun to trust the police.
Here's an incomplete list of other significant decisions, policies
changes, and actions the Board and Department have effected in the
past two years:
|
bringing
back, and shoring up, the popular Senior Lead Officer program |
|
decision
not to reappoint Chief Parks |
|
selecting
Chief Pomeroy as Interim Chief |
|
devising
a community criteria process to determine qualities for next

|
selection,
and appointment, of Chief Bratton |
|

|
installation
of 3/10, 4/12 workday for Department employees |
|
revisions
in Pursuit Policy |
|

Alarm Policy |
|
reorganization
of the Department |
|
search
for a new Parker Center |
|
strengthened
the Inspector General position |
|
established
the Blue Ribbon Rampart Review Panel |
|
renewed
commitment to the Consent Decree |
|
better
inter, and intra, Department cooperation |
|
supporting
the establishment of special sections and task forces including
those that deal with gangs, narcotics, detectives, anti-terrorism,
internal affairs and traffic emergency response capability |
|
special
attention paid to a variety of groups and community issues including,
safe parks, mentally ill, those who speak other languages, hate
crimes, homeless |
|
a commitment
to regularly take Board meetings out into the community |
There's
no question the Board will continue down the same path, reforming
the Department and improving its ability to serve Los Angeles.
And, indeed, that's its job ...
The
Board of Police Commissioners serves as the civilian oversight at
the head of the Los Angeles Police Department, functioning like
a corporate board of directors, setting policies for the department
and overseeing its operations.
The Board works in conjunction with the Chief
of Police William J. Bratton who acts as a chief executive
officer and reports to the Board.
