This Congress of Neighborhoods could easily be the largest in the nation's history. There will be 37 workshops - a combination of instructor-led sessions, and workshops at which Neighborhood Council leaders will share their best practices.

For the first time in the City's history, we are using an online registration system. Until this point, existing governing board members were given the first opportunity to register for the workshops. Anyone may now go to our Web site at www.lacityneighborhoods.com and register for workshops. There is no longer any password requirement. And all workshops still have space available. Reservations may be faxed to (213) 485-4608.

The schedule of workshops has not been included in this e-mail because we didn't want to create a message that would be too large for some e-mail systems. The full schedule is available through the Web site.

The event will be held on Saturday, April 5 at the Los Angeles Convention Center. Registration will begin at 8:30 a.m. A continental breakfast will be served. At 10 a.m., the Mayor will welcome the attendees, and each of the certified Neighborhood Councils will be introduced.

The first workshops will begin at 11 a.m. Lunch will provide an opportunity for people to network in an informal atmosphere. The last workshops will end at 4:45 p.m. The closing session will feature a brief comparison of our system to those in other cities, and then an opportunity for Neighborhood Council leaders to come to the podium and speak briefly about their accomplishments. If you have some accomplishments to share, you can e-mail them to me, or fax them to me. We'll get to as many as we can before time runs out.

No registration is needed if you want to show up take your chances on workshops, network, talk with the departmental representatives, etc. Parking will be free, but understand that due to the uncertainty of the international situation, additional security measures may be imposed that might inconvenience you. Just follow the instructions for parking and entering the Convention Center.

I would like to draw your attention to the workshop on emergency preparedness. Ultimately, the City is hoping that each Neighborhood Council could have an official emergency coordinator who would assume the critically important task of implementing a neighborhood emergency preparedness plan. This workshop will explain how the City is ready to assist in this effort. As one Neighborhood Council leader said, "This is could be the most important thing that we do because it might be the difference between life and death."
