Is
it OK to be a cop and a PI?
A policy discussion
Is
it a conflict of interest to be a sworn law enforcement officer
and, at the same time, hold a Private Investigator's license?
The State of California allows the various Police Departments
to set their own policy. Some do not permit sworn officers to
hold these licenses, other do.
What do you think?

EDITOR'S NOTE: This
discussion began with the December 10th, 2002, "Letter to the
Editor" below -- an Open Letter to the LAPD Chief and the Police
Commission. As you'll see the author tried to get answers to his
questions through LAPD channels first. On January 5th he provided
some additional perspective. Now others have joined the P.I. discussion,
and links to these thoughts and opinions, along with some research,
are found below.

Mr.
Woody's original correspondence with LAPD
....December
6th - Edward
L. Woody, Los Angeles - (correspondence through LAPDonline)
This correspondence preceded Mr. Woody sending his "Letter
to the Editor" at LACP, a copy of his Open Letter to
Chief Bratton. The author had requested to know the rules
and policy governing the ability for sworn LAPD officers to
simultaneously hold State Licenses as Private Investigators.

"Letter to the Editor"
Official
LAPD policy allows abuse - either be a cop, or be a private
eye ... not both
....December
10th - Edward
L. Woody, Los Angeles - (an Open Letter to Chief Bratton)
"The Los Angeles Police Department official policy allowing
LAPD Officers to operate as Licensed Private Investigators must
be abandoned. This policy creates a conflict of interests, and
leaves the door open to unfettered illegal domestic spying upon
the citizens of this city." |

Sworn
/ PI conflict of interest from the other side - more thoughts
....January
5th - Edward L. Woody, Los Angeles - (see 12/10/02
Letter to Chief above)
"Anyone who may have hired an attorney to defend them in a criminal
case might have received less of a defense than they deserved
or paid for. How can P.I. / police officers properly investigate
the defense of their clients, if they are loyal to the police
department?" |
