Patrick Murphy, who pioneered community policing, dies Dec
Patrrick Murphy
in 1972
NEW YORK — Patrick V. Murphy, who battled police corruption and urged officers to hold their fire as head of the New York, Detroit and Washington forces during the turbulent 1960s and 1970s, died Friday. He was 91.

Murphy died of a heart attack at a hospital in Wilmington, N.C., his son, Gerard Murphy, said.

“Pat Murphy was the visionary embodiment of police reform,” New York Police Commissioner Ray Kelly said in a written statement. “In the face of fierce opposition from entrenched police leadership nationally, he revolutionized policy to restrain the use of deadly force.”

Murphy was born in Brooklyn and became a police patrolman after serving as a Navy pilot in World War II. He rose through the ranks of the NYPD, then left to become the top police official in Syracuse, N.Y., in 1962. He later headed the forces in Washington and Detroit.

In 2011, America logged the highest number of major disaster declarations since the inception of Federal Emergency Management Agency (FEMA) reporting in the 1950s. Events this year included Hurricane Irene which impacted 14 states, fires in the Southwest, the earthquake on the East Coast, flooding in North Dakota, and the devastating tornadoes that hit the Midwest and South. Americans in nearly every state and territory were affected by some type of disaster, and many are still in the recovery process.

That is why we here at FEMA's Individual and Community Preparedness Division would like to take this opportunity to THANK YOU for serving your communities and building resiliency in them to these disasters and the ones yet to come. Without your tireless work, much of which is voluntary, disaster survivors wouldn't be as equipped to recover.

ICE-led IPR Center seizes 150 website domains selling counterfeit and pirated merchandise

WASHINGTON — To mark the official beginning of the online holiday shopping season, known as Cyber Monday, U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations, the National Intellectual Property Rights Coordination Center, the Department of Justice and the FBI Washington Field Office have seized 150 website domain names that were illegally selling and distributing counterfeit merchandise.

"For most, the holidays represent a season of good will and giving, but for these criminals, it's the season to lure in unsuspecting holiday shoppers," said ICE Director John Morton. "More and more Americans are doing their holiday shopping online, and they may not realize that purchasing counterfeit goods results in American jobs lost"

As the calendar turns to December and the end of the year draws upon us, I want to thank you for all of your hard work throughout the year. I know you hear me say it a lot but I feel as though I can't say it enough. It seems as though every year you manage to build upon our successes and achieve results of historic proportions and for that the City owes you a debt of gratitude.

This year was nothing short of outstanding. We are projected to have a 5% decrease in total Part I crime for the year, a tremendous accomplishment. As the City continues to struggle with financial issues you have stayed on course and made a difference.

"The Government's deception of the Court was inexcusable"
by CAIR-CA - America's largest Muslim civil liberties and advocacy organization

The Council on American-Islamic Relations Greater Los Angeles Area and the Islamic Shura Council of Southern California today applauded an order by a U.S. District Court compelling the government to pay legal fees of Muslim groups and individuals because the government "lied" to the court.

In the order imposing sanctions, Judge Cormac Carney wrote: "The Government's deception of the Court was inexcusable. The Court cannot perform its important oversight role mandated by FOIA unless the Government provides it with complete and accurate information. It is the Court, not the Government, who determines what the law requires. The Court must impose monetary sanctions to deter the Government from deceiving the Court again."

Los Angeles County Sheriff's Department patrol cars will be outfitted with computer systems used in Iraq that will enable deputies to respond to calls faster and get data on suspects instantly.

Battlefield technology is coming to the streets of Los Angeles County. Starting this month, one of the nation's major military contractors is outfitting the Los Angeles County Sheriff Department's patrol cars with sophisticated computer systems and high-tech gadgetry that has been perfected for the battlefield.
Community policing cost effective response to budget cuts, says DOJ Nov
State and local law enforcement should not abandon community policing due to fewer resources as a result of the economic turndown, says a report from the Justice Department's office of community oriented policing services.

When police departments are forced to make widespread budget cuts, some react by reducing or eliminating community policing programs."Herein lies one of the major fallacies as it relates to community policing. Community policing should not be viewed as a particular program within a department, but rather as a department-wide philosophy," the report says.

In fact, community policing is more cost-effective than traditional policing, the report asserts, mainly because community participation in crime prevention amplifies available policing resources and community partnerships can provide a more efficient distribution of combined police and community resources than reactive policing.

by Chief of Police Charlie Beck - The month of November holds a special significance for me. Two years ago this month, I had the privilege of being appointed Chief of this proud and distinguished organization. It was an exciting and humbling time for me. More importantly, it was the opportunity of a lifetime. Police work has long been in my blood. I come from a family with deep ties to the LAPD and I wear my badge with tremendous pride. I take very seriously the honor of representing you, the sworn and civilian members of our Department.

As a matter of fact, the best part of the job is the time that I spend with you. Whether it is working patrol, riding with the bike detail and mounted units, or answering 911 calls with our PSRs at Communications Division, I value our time together. I've worked with our garage mechanics, rode with our motor cops and flown as a TFO with Air Support Division. I've done all of this in order to hear what you want from the Department and your Chief. I learn more in a day working with the men and women of the LAPD than I do in a week of meetings in the building. This is the part of my job that I truly love.

(LOS ANGELES, CA, 10/14/11) - The Council on American-Islamic Relations, California chapter (CAIR-CA) today applauded Gov. Brown and state lawmakers for passing two key pieces of legislation, thereby ensuring higher education for more Californians and making schools safer for students. Brown and the California Legislature signed the second part of the state Dream Act, AB 131, into law this month after Brown signed the first part of the bill (AB 130) in late July. Passage of the other piece of legislation this month, AB 9 (also commonly called Seth's Law), now requires schools to strengthen their policies around school-related discrimination, harassment, intimidation, and bullying.

2011 Individual and Community Preparedness Awards Winners Announced

WASHINGTON, D.C. - Today, the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) announced the winners of the 2011 FEMA Individual and Community Preparedness Awards. These annual awards recognize the innovative practices and achievements of organizations and individuals across the nation that work to make our communities safer, stronger, and better prepared to manage any emergency situation.

On October 20 at 10:20 a.m., millions of people will participate in the 2011 Great California ShakeOut!

The ShakeOut Drill is scheduled for 10:20 AM on October 20, 2011. This means that wherever you are at that moment - at home, at work, at school, anywhere - you should Drop, Cover, and Hold On as if there were a major earthquake occurring at that very moment, and stay in this position for at least 60 seconds.

There will not be any freeway closures, power outages, or other simulated effects of the hypothetical earthquake, unless your local government or utility company specifically notifies you about something of this nature

Sheriff Lee Baca listens to LA County jail inmate complaints at town hall meeting Oct

An effort to show that the Sheriff's Department is transparent, can fix its own problems and hears out its inmates.
The session, which was opened up to The Times and a local TV station, offered a candid glimpse into the living conditions of jail inmates. - More than 100 prisoners, many shaved and tattooed, crowded into the hard pews of the Men's Central Jail chapel and craned their necks to get a good look at "The Man." Sheriff Lee Baca, the top authority figure in Los Angeles County's troubled jail system, had summoned them for a rare town-hall-style meeting Saturday morning. The reason for the gathering? Allegations of abusive behavior on the part of jail guards and the disclosure of a federal law enforcement probe into Baca's jails. "I want to hear your concerns," the sheriff told the men, all denizens of the aging jail's infamous third floor, where many use-of-force incidents occur. "Don't hold it back."

A lot has changed in our country since the morning of September 11, 2001; the most noticeable being tightened security at American airports and borders, and a decade of military action in Afghanistan and Iraq. Through all of it, members of the LAPD family have been involved.

Undoubtedly, each of you vividly remembers the moment you heard about or saw the planes crashing into the Twin Towers and the subsequent attack on the Pentagon and the hijacking of Flight 93, which crashed in a field in Pennsylvania.

By all accounts, the morning of September 11, 2001 was a pivotal point in American history—and for the FBI.
The ensuing investigation was the most massive in the history of the Bureau. The attacks led to far-reaching changes in the organization, which quickly made prevention of terrorist strikes its overriding priority and deliberately set out to be more predictive and intelligence-driven in addressing all major national security and criminal threats. Investigation serves as largest in US history, led by ICE's Homeland Security Investigations

WASHINGTON - Law enforcement officials announced today the unsealing of three indictments and one complaint charging a total of 72 individuals for their participation in an international criminal network dedicated to the sexual abuse of children and the creation and dissemination of graphic images and videos of child sexual afbuse throughout the world. The charges are the result of an extensive investigation led by U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI).

Seven years after the release of the 9/11 Commission report, Secretary of Homeland Security Janet Napolitano today released a Department of Homeland Security (DHS) report highlighting the significant progress that DHS, along with its many partners, have made in fulfilling specific recommendations by the 9/11 Commission to build a country that is stronger, safer and more resilient.

The United States has made significant progress in securing the nation from terrorism since the September 11, 2001 attacks. Nevertheless, work remains as the terrorist threats facing the country have evolved in the last ten years, and continue to change.

Following 9/11, the federal government moved quickly to develop a security framework to protect our country from large-scale attacks directed from abroad, while enhancing federal, state, and local capabilities to prepare for, respond to, and recover from threats and disasters at home. A key element of this framework included the creation of the Department of Homeland Security (DHS) in March, 2003, bringing together 22 separate agencies and offices into a single, Cabinet-level department.

Several Los Angeles County sheriff's deputies have been entangled in fraud allegations in the last year, a spike that the department's watchdog says may be linked to overtime cuts pushing cash-strapped deputies to commit crimes.

One deputy torched his own car for an insurance payout, another fabricated a burglary and a third enlisted a fellow cop to help him drive his car to Mexico, where he abandoned it and later claimed it was stolen. Two other deputies are facing federal charges in an alleged mortgage fraud scheme, according to the report provided to The Times Monday by the Office of Independent Review.
New discipline policy at LAPD -- what do you think about it? July
EDITOR'S NOTE: Over the years, we at LA Community Policing have watched with a critical eye the various methods used to keep police officers in-line, and above reproach. We believe a law enforcement officer by the very nature of his or her position and role in society, should strive to maintain the highest standard of behavior.

When we launched the LACP effort as our response to the events of 9-11 there was a system of discipline in place so severe that many saw it as almost draconian. Many officers left the force rather then submit to it.

In later years, the department learned to differentiate between smaller complaints that could be quickly dealt with by a Captain (commanding officer) and others that required a more in-depth investigation. The following article discusses yet another variation on LAPD's discipline policy, a policy that's constantly being reviewed and updated.

LA's Sheriff Baca wants his deputies to supervise state parolees -- UPDATED July

supervise parolees?
In 57 of 58 counties, probation agencies will oversee parolees. But in L.A. County, the sheriff wants that responsibility — and the money that will come along with it. Critics call it a power grab.

Los Angeles County Sheriff Lee Baca was inside the governor's office with about a dozen other sheriffs and probation chiefs from across the state when he floated an unusual idea.

The working assumption had been that the thousands of parolees being passed from the state to the local level would be handled by county probation officers, who already do that sort of work. And indeed, in 57 of 58 counties they will be.

But Baca announced that in L.A. County, he wanted them. The proposal was unprecedented: No law enforcement agency in the nation, officials say, handles parole or probation supervision, a task decidedly more oriented toward social work.

Los Angeles: The Los Angeles Police Department today launched a new crime mapping system on its website, www.lapdonline.org. The LAPD is committed to promoting trust and transparency with the communities it serves. By collaborating with “The Omega Group,” users will be able to see Part One crime reports updated daily.

The Omega Group has been building advanced internal facing mapping applications for law enforcement since 1992. CrimeMapping.com was created in 2008 in an effort to help extend the reach of law enforcement by keeping the public well informed about recent crime activity. “There are presently over 200 agencies live at the site with another 100 in our staging environment being tested to go live soon,” said Milan Mueller, President of The Omega Group.

America's New Drug Problem: Snorting 'Bath Salts' June
Products sold legally at convenience stores and on the Internet as bath salts and plant foods

All over the U.S., bath salts are being sold with names like “Ivory Wave,” “White Lightning” and “Hurricane Charlie.”

But these aren’t your average bath salts that you pour into the bathtub to soak in after a long, hard day to relax – these so-called bath salts are intended to be snorted, smoked or injected – and users are getting high off of them.

The Drug Enforcement Administration does not regulate these substances, but they are under federal scrutiny, as the effects of these salts are comparable to methamphetamine abuse, according to poison control centers and other law enforcement agencies. Law officers say some of the substances are being shipped from Europe, but origins are still unclear.

Each year on the 9/11 Anniversary, we send hundreds of volunteers from New York along with disaster survivors from around the country to help rebuild communities around the US recovering from disaster. It's our way of saying “Thank You” for all the love and support Americans from across the country extended to New Yorkers in the days, weeks, and months following September 11.

The secret to our growing “Pay It Forward” movement is very simple: What we do is about 9/12.

Public Safety, the First Line of Defense May
Los Angeles: Every day the men and women of the Los Angeles Police Department willingly place themselves in situations that are potentially life threatening. Law enforcement is a profession that is inherently dangerous, but the rise of attacks on police officers and officer deaths nationwide should serve as a reminder that violence against LAPD officers and the communities they protect and serve should never be tolerated.

According to the Officer Down Memorial Page, Inc, after a two-year decline in law enforcement fatalities, 2010 showed a marked increase in the United States for police deaths. In cases where officers were assaulted, 76 were killed. So far this year, there have been 33 deaths by assault in the line of duty, compared to 26 year to date in 2010, a 23-percent increase.

On Thursday April 28, 2011, Police Officer Deon Joseph was honored at the Central City Association's 17th annual “Treasures of Los Angeles” awards banquet. Officer Joseph is a 16 year veteran with the Los Angeles Police Department. From day one he has worked putting bad guys behind bars and helping the disadvantaged. Officer Joseph's true passion exploded while being the Senior Lead Officer in charge of the skid row area. He is known as a true hero there. He has worked day and night to keep the skid row community free from crime and disorder. He doesn't do it because he has to; he does it because he wants to. The people of skid row feel secure knowing that Officer Joseph will do whatever it takes to keep them safe.

Los Angeles: On May 3, 2011, the Muslim Public Affairs Council (MPAC) along with local law enforcement and elected officials held a news conference to discuss the death of Osama Bin Laden. Present at the conference were LAPD Deputy Chief Mike Downing Commanding Officer of Counter Terrorism and Special Operations Bureau, FBI Special Agent in Charge Steve Gomez, Sheriff Lee Baca, City Coucil President Eric Garcetti, Salam Al- Marayati President of the Muslim Public Affairs Council, and other leaders of the Muslim community.

(ANAHEIM, CA, 5/1/2011) - A prominent national Muslim civil rights and advocacy organization today welcomed the announcement of the elimination of Osama bin Laden as a threat to America and the world.

In a statement issued following President Obama's announcement of bin Laden's death, the Greater Los Angeles Area office of the Council on American-Islamic Relations (CAIR-LA) said: "We join our fellow citizens in welcoming the announcement that Osama bin Laden has been eliminated as a threat to our nation and the world through the actions of American military personnel. As we have stated repeatedly since the 9/11 terror attacks, bin Laden never represented Muslims or Islam. In fact, in addition to the killing of thousands of Americans, he and Al Qaeda caused the deaths of countless Muslims worldwide. We also reiterate President Obama's clear statement tonight that the United States is not at war with Islam."

WASHINGTON - Today U.S. Education Secretary Arne Duncan and Department of Homeland Security Secretary Janet Napolitano called on K-12 schools and colleges and universities across the central U.S. - and throughout the country - to help their students, faculty, and communities prepare for earthquakes by participating in a public earthquake drill on Thursday, April 28, 2011. Eleven states in the New Madrid Seismic Zone are participating in the drill, the "Great Central U.S. ShakeOut," which takes place at 10:15 am central time. Anyone can register to participate, whether at school, at work, or at home; to date, over two million Americans have signed up.

LAPD's Mental Illness Project Selected as a Bright Ideas Recipient April

Los Angeles: On March 29, 2011, the Ash Center for Democratic Governance and Innovation at the John F. Kennedy School of Government, Harvard University, recognized 36 government initiatives as Bright Ideas recipients.

This cohort of Bright Ideas addresses a host of pertinent issues including health care, education, performance management, civic engagement, and service delivery, and represents the creative and innovative programming of school districts, county, city, state, and federal agencies, as well as public-private partnerships. The programs were selected by an evaluation team of policy experts comprised of both academics and practitioners.

“Government is struggling to deliver quality services with strapped resources and diminishing budgets,” said Anthony Saich, director of the Ash Center. “These 36 government programs demonstrate that creative solutions to some of our nation's most intractable problems can be generated and succeed in even in the most challenging of environments.”

(ANAHEIM, CA, 4/9/11) - The Greater Los Angeles Area office of the Council on American-Islamic Relations (CAIR-LA) today condemned two incidents that targeted a Los Angeles synagogue and an Orange County Jewish man. According to police and news reports, an explosion Thursday at a Santa Monica synagogue that was initially thought to be an accident was found Friday afternoon to have been started by a homemade pipe bomb. The bombing shattered windows of the Chabad House and sent part of the metal debris through the roof of a neighboring residence. No one was injured. Police are looking for the suspect, a homeless 61-year-old man named Ron Hirsch, who is considered to be "extremely dangerous."

In a separate incident that occurred Wednesday evening, three men confronted a Jewish man in Coto de Caza, first demanding money. The men then allegedly started hitting and kicking the victim, and one of them even allegedly hit the victim in the head from behind with an object.

  Human Trafficking Law Project

Launched in February 2011 by the Human Trafficking Clinic at Michigan Law School, the Human Trafficking Law Project (HTLP) is the first publicly available database of human trafficking cases within the United States. Through the HTLP, the Clinic hopes to strengthen anti-trafficking laws in the United States and to support government officials, law enforcement agencies, and practitioners who are working on behalf of human trafficking victims.

The human trafficking database is an ongoing project. The entries that are currently viewable on the website represent only those cases that, to date, have been approved following our thorough review process. We are continually reviewing and adding new cases to the database.

Over the weekend I saw an intruding radio talk show title which piqued my curiosity. So I not only tuned in but I called them. I spoke to both the show's host, who goes by the moniker "Bathabile," and to one of the Project Safe Surrender coordinators, Rev. Jones.

Turns out they've a program planned in Brooklyn, NY, which should do a great deal to help the at-risk youth and others with low-level violations in their community! I was delighted to be able to participate on-air, and answer a few questions.

Crews just send in their pictures ! - March 4, 2011

A program that uses smart phones to track and arrest graffiti vandals was launched Friday by the city of Los Angeles.

The Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti-cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department database.

The photos are used to gather evidence for prosecution and restitution, city officials said.

Mayor Antonio Villaraigosa joined City Councilman Jose Huizar, City Atty. Carmen Trutanich and the office of community beautification to launch the program Friday morning at the Hollenbeck police station.

(ANAHEIM, CA, 3/4/11) - The Greater Los Angeles Area office of the Council on American-Islamic Relations (CAIR-LA) today expressed gratitude for the tremendous support expressed by Americans nationwide toward the event-goers at a Muslim charity event as well as the American Muslim community.

The support came in response to a video released by CAIR-LA of a protest rally at an ICNA Relief fundraising dinner, which was organized to raise money for women's shelters and to alleviate homelessness and hunger in the U.S.

The video went viral over the internet and garnered more than 400,000 views within two days.

The civilian commission that oversees the Los Angeles Police Department has taken the rare step of rejecting a recommendation from the department's chief, ruling that two police officers were wrong when they fatally shot an unarmed autistic man last year. Police Chief Charlie Beck concluded after a lengthy internal investigation that the officers made serious tactical mistakes during the brief, late-night encounter, but ultimately were justified in using deadly force against Steven Eugene Washington, 27.

Flor Medrano went to the police for help. At dusk on a November evening in 2009, Medrano, a 30-year-old housekeeper with an easy smile and a love for Mexican Norteño music, came into the Los Angeles Police Department's Wilshire Division station. She had hardly slept for days. Her estranged, abusive boyfriend was stalking her and threatening to kill her. Medrano was terrified.

At the beginning of the year, I sat down for well over an hour with officers in the roll call room at Hollywood station. The experience brought back some great memories from my days in roll call.

More importantly, I was very pleased with the candor of everyone present. It was a great opportunity for open dialogue, to dispel rumors and to provide insight as to how and why recent changes in systems of this organization are made, while sharing a cup of coffee with you.

WASHINGTON – U.S. Immigration and Customs Enforcement (ICE) and the U.S. Drug Enforcement Administration (DEA) – along with federal, state and local law enforcement officials from across the country – joined forces this week in a series of coordinated strikes against Mexican drug cartels and their associates. These unified, intelligence driven efforts are part of an ongoing and increasingly aggressive effort to degrade and ultimately eliminate the infrastructure and capabilities of the cartels.

During the coordinated operation across the United States, ICE and its law enforcement partners arrested 676 people and seized more than $12 million in U.S. currency, 467 kilos of cocaine, 21 pounds of heroin, 64 pounds of meth and nearly 40,000 pounds of marijuana, 282 weapons and 94 vehicles.

WASHINGTON - U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) announced today the arrests of 678 gang members and associates from 133 different gangs during Project Southern Tempest, an intensive ICE HSI-led law enforcement operation executed in 168 U.S. cities targeting gangs affiliated with drug trafficking organizations (DTO).

Through Project Southern Tempest, ICE HSI agents worked side by side with 173 of our federal, state and local law enforcement partners to apprehend individuals from 13 gangs affiliated with DTOs in Mexico. More than 46 percent of those arrested during this operation were members or associates of gangs with ties to DTOs.

During this operation, which started in December 2010 and culminated in February 2011, the ICE HSI-led Salt Lake City Operation Community Shield Task Force arrested the 20,000 gang member since inception of the anti-gang program in 2005.

Today, the men and women of your Los Angeles Fire Department proudly celebrate the 125th Anniversary of our agency. Regarding the year of our founding, former LAFD Chief Engineer William L. Miller once noted ... "The year 1886 - was a period of great advancement for the City of Los Angeles. Los Angeles had been an incorporated city under laws of the State of California for 36 years. It had a population of some 35,000, with three good hotels, 27 churches, an adequate number of saloons and 350 telephone subscribers. Los Angeles: The Los Angeles Police Department (LAPD), held a joint new conference Thursday afternoon with the Consulate General of Mexico, five additional CG's from Central America, and Representatives of concerned Immigrant Organizations, in order to help clarify the purpose of Special Order #40, and to reaffirm the spirit of the language.

The United States Constitution guarantees equal protection for all persons within its jurisdiction. Special Order #40 further defines that for residents of Los Angeles.  In its simplest form, Special Order #40's purpose is to assure immigrant communities within the City of Los Angeles that there is no need to fear contact with the LAPD when they have been the victim or a witness to a crime.

It ensures that LAPD officers do not initiate investigations solely to determine a person's immigration status, and that LAPD officers will treat all people with respect and dignity.

DETROIT – Special agents with U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) arrested today one of ICE's top ten fugitives at John F. Kennedy International Airport in New York.

Veniamin Gonikman, 55, was charged in Detroit in 2005 in a 22-count indictment with trafficking in persons, forced labor, alien smuggling, money laundering, extortion collection and conspiracy, among other charges. He absconded from the United States before being formally charged.

Gonikman, a U.S. citizen, was arrested in Ukraine yesterday, before being deported to the United States. HSI special agents assigned to ICE's attaché office in Germany coordinated Gonikman's arrest and deportation with Ukrainian officials.

The hearing has caused a major stir, without even being formally scheduled. Congressman Peter King, a New York Republican who is known for speaking bluntly on matters of national security, is planning on holding a hearing, in his new role as chairman of the House Homeland Security Committee, on the threat posed by radical Islam in America. Rep. King plans to focus on the shootings at Ft. Hood and the bombing attempt in Times Square, both of which were perpetrated by American Muslims.

Just the announcement alone has caused controversy on both sides of the issue - security hawks are disappointed that more aggressive advocates against radical Islam are not being called as witnesses, while Muslim American groups are very weary that they will all be characterized as terrorists in waiting.

This CERT Program Notification is provided by FEMA's Individual & Community Preparedness Division.

FEMA has two improved online registries that will help capture the community readiness efforts of local Community Emergency Response Team (CERT) Programs and Citizen Corps Councils.  FEMA is asking all new and pre-existing local CERT Programs to register on the National CERT or Citizen Corps websites. 

The CERT registry will collect information for each registered program to provide a snapshot of local successes. It will allow CERT Programs to highlight basic and supplemental training activities, CERTs in action in non-emergency functions and in disaster response, and local program policies and procedures. The registration includes a total of 29 questions.

This effort will recognize the tremendous work accomplished to date and serve as a baseline for future individual and community preparedness and resiliency projects.

Missing Kids - help find them Jan

There are thousands of children who
do not make it
home each year,
and more who
fall victim to
sexual
exploitation.
The National Center for Missing & Exploited Children, (NCMEC), is a private, (501)(c)(3) nonprofit organization which was created in 1984. The mission of the organization is to serve as the nation's resource on the issues of missing and sexually exploited children. The organization provides information and resources to law enforcement, parents, children including child victims as well as other professionals.

An estimated 800,000 children are reported missing each year – more than 2,000 children every day. An estimated 1 in 5 girls and 1 in 10 boys will be sexually victimized before age 18. Yet, only 1 in 3 will tell anyone.

Clearly much more needs to be done.
